Construction Management

Mulhern MRE, Inc. has acted as an owner for many projects constructed for special districts as well as for private interests. Hence, our construction management capabilities go well beyond that of a typical engineering firm that is only interested in getting the project constructed. We have been responsible for the district’s budgeting, for their financial management, for assisting in bonding, and have then been responsible for the operation and maintenance of the facilities.

Belle Creek Family Center – We provided construction management services for a $3 million Family and Recreation Center including administration, gymnasium, weight room, daycare, and computer facility. Mulhern MRE managed the architect, the contractor, and represented the owner through the development process, and in establishing the operation of that facility.
Stonegate Village Community Center, Pool Expansion and Rehabilitation – Mulhern MRE, Inc. managed the design development with the Board and the Architect, and provided construction management services including much of the construction observation for this expansion of the existing club house, the addition of a new pool, and the rehabilitation of the existing pools and pool decks at Stonegate Village. The project is a $3.5 million improvement by the Stonegate Village Metropolitan District.
Inverness Metropolitan District Park – Mulhern MRE, Inc. provided project management and design services for this $900,000 project to construct a Park Pavillion and Gathering Center including landscaping, restrooms, and covered picnic areas. Mulhern MRE also provided oversight to the bidding and contractor selection and coordinated the effort of the architect and its subcontractors.
Roxborough Village Skate Park – Mulhern MRE, Inc. completed construction management for a new Skate Park Facility as a new recreational amenity for the Roxborough Village Community. The Skate Park was constructed at a cost of $750,000 and is a popular venue for the youth of the neighborhood. Mulhern MRE has recently done the construction observation for another skate park in Broomfield.
Dry Creek Pedestrian Bridge Expansion – Mulhern MRE, Inc. provided construction management for installation of a $3.6 million extension of the pedestrian bridge at Dry Creek from the Light Rail Station to bus access in the Inverness Business Park. This project was to support light rail usage by employees of Inverness and to provide access for a new transit oriented development. We have since completed a second extension of the bridge further into Inverness.
South Alton Court – This construction management effort was for a $2 million Road Improvement Project constructed through a fully developed area to provide better access from commercial development to I-25 and to the light rail. The project required right-of-way acquisition and easements through developed properties, coordination with property owners on revisions to their land and improvements, management of the contractor, utility relocations, and financial management.
Inverness AWT – Construction management of an Advanced Wastewater Treatment Plant at the Inverness Business Park for purposes of reuse of the wastewater effluent for irrigation of commercial properties. This work also included an irrigation pump station to serve both the Inverness Golf Course and commercial irrigation. The project included heavily reinforced concrete construction with large pumping facilities. We managed the contractor and acted as the owner’s representative for this $2.4 million project. This project is another example of our commitment to sustainable and renewable water development.
Cottonwood Pipelines – Construction management for installation of 5,000 feet of Cherry Creek Interceptor Sewer including a new Cherry Creek Crossing and protection of an existing crossing that was exposed due to channel degradation. The construction consisted of 10,000 feet of effluent return line for purposes of water reuse and construction of 7,000 feet of a potable water main to connect a new well to the distribution system. This $1 million project included coordination with property owners for easement access and Arapahoe and Douglas Counties for construction within their rights-of-way.

Inverness Water Tank – Mulhern MRE, Inc. provided construction management for installation of a 750,000 gallon underground water storage tank located at the northeast corner of Dry Creek Road and Clinton Street. Because of topography, a portion of the tank is exposed and was faced in sandstone as an architectural feature for Inverness. The top of the tank was filled with topsoil and planted again as part of the visual amenity. The total project cost was $700,000.

Design

Mulhern MRE, Inc. has prepared construction drawings for a wide range of infrastructure development projects. Inverness/Arapahoe County Water and Wastewater Authority Pipelines – Mulhern MRE, Inc. acquired easements, prepared the design drawings and completed construction management services for the installation of about 6 miles of sanitary sewer and water reuse pipelines. The work was completed in a heavily urbanized area requiring disturbance and repair of existing streets and landscaping. The work was in support of a new joint wastewater treatment plant. Cost of the pipeline work approached $4 million.

Cottonwood/Arapahoe County Water and Wastewater Authority Pipelines – Mulhern MRE, Inc. acquired easements, prepared the design drawings and completed construction management services for the installation of about 4.5 miles of raw water mains, a concentrate main, and treated water pipelines. The work was completed in support of a new joint water treatment plant. The cost of the work was in excess of $3 million. This project is another example of our commitment to develop, efficiently use, and reuse renewable water supplies.

Cottonwood Pipeline and Cherry Creek Interceptor – This is a $1 million construction project including large diameter water and sanitary sewer improvements for the expansion of development in the Cottonwood Water and Sanitation District.

Inverness Drive South Street Improvements – This project included roadway revisions and extensions in a developed area to provide access to E-470 for the Inverness Business Park and to provide a new landscaped parkway entrance.

Hampden/I-25 Mixed Use Development Site Improvements – This is a Transportation Oriented Development (TOD) associated with the new TREX light rail along I-25 in the Southeast Corridor. This development is a high-density residential area with service related retail located near the light rail station.

Opus at Inverness, Arrow Electronics and Pulte Homes – These are three commercial office development projects completed for Opus Northwest in the Inverness Business Park. These projects include a 150,000 square feet of Class A office complex, and 150,000 square feet of single story offices developed for end users.

Water/Sanitary Improvements, Chandelle Development – Improvements included extensions of Denver Water 16 inch water mains and Havana sanitary sewer improvements amounting to $600,000 in utilities to serve a proposed commercial development.

Regis Site Improvements – Site improvements for this 40-acre high school campus have included streets, parking, access, drainage and landscaping for a new school site and associated athletic improvements such as a new baseball stadium, football field, and multi-purpose/softball fields.

Sulfur Gulch Channel Improvements – These channel and drop structure improvements contain Sulfur Gulch in Parker in a narrow channel to allow for development of a commercial shopping center. The work was completed for Safeway and included floodplain modifications and processing through the Federal Emergency Management Agency.

Planning

A significant challenge for special districts is to stay ahead of infrastructure requirements, yet manage this investment wisely. As more regulations come into the scope of providing such improvements, particularly with water and wastewater development, it can take years to permit and develop this infrastructure. Mulhern MRE, Inc. has been very successful in identifying the needs of clients and completing the necessary advance planning to meet favorable timetables. Here are a few such examples:

South Metro Water Supply Study – Mulhern MRE, Inc. served as the study manager and consultant in developing and completing a complex study of “conjuctive use” water supply development. This plan recommends the joint use of Denver Basin ground water and surface water from the South Platte and Blue Rivers to meet ongoing demands for the South Metro area consisting of 11 water providers in Arapahoe and Douglas counties. The study was performed in collaboration with Denver Water and the Colorado River Water Conservation District. The plan calls for import of water supplies in wet years when there is plenty of water in the natural river systems and then reserving the deep ground water for use during drought when the river systems cannot handle more diversions.

Cottonwood Master Plan and Alternatives Analysis – This study identified the water demands and water supplies available to the Cottonwood Water and Sanitation District through buildout. The information was needed to study the most economical means of providing water supply for the future and considered indirect potable reuse, full non-potable reuse, conservation to reduce the intense development of the Denver Basin aquifers, and importation of additional surface waters. The study also identified the need for a water treatment plant on Cherry Creek to protect the health and safety of its customers and to avoid possible service interruption in the future.

Cottonwood Water Reuse Program – With water supplies in short supply throughout the Denver area, many of the communities in Arapahoe and Douglas counties rely on ground water which is costly to develop and a non-renewable resource. Mulhern MRE, Inc. initiated a “Planned Indirect Potable Reuse” program where treated reclaimed wastewater can be captured and returned to the natural stream and alluvial environment upstream of the District. The water is then recaptured and treated through reverse osmosis and advanced oxidation for use in the potable water supply. This program cost-effectively doubles the water supply available to the District.

Chatfield South Water Supply, Planning and Finance – The Chatfield South Water District had a water supply based upon wells in the Denver Basin aquifers. Many of these wells no longer contained water due to demands from other sources and many more wells needed to be drilled deeper, at significant cost, just to maintain current demand. Mulhern MRE, Inc. developed plans to obtain water supply and to give that supply to Denver Water for service to existing customers. We also assisted in the establishment of the District, negotiations with Denver Water, application for funding loans from the Colorado Water Conservation Board and the Colorado Water and Power Resource Authority. Planning, design, and construction management was provided for installation of these facilities.

Floodplain Analyses – Mulhern MRE, Inc. has completed numerous floodplain analyses, master planning, and construction of drainage control facilities. This has included large channel improvements in Sulfur Gulch in Parker, improvements on Cottonwood Creek and its tributaries through Inverness, studies, Happy Canyon Creek improvements in Centennial, analysis on First Creek in Adams County, miscellaneous floodplain studies, and FEMA Letters of Map Revisions for development. Mulhern principals have many years experience in these complex issues and in working with the appropriate approval and joint funding agencies.

Wastewater Planning, Inverness – Mulhern MRE, Inc. completed planning for development of wastewater and reuse systems in the Inverness Business Park in conjunction with Richard P. Arber and Associates. These firms completed the Wastewater Utility Master Plan for Inverness, and site applications for a new Advanced Wastewater Treatment Plant and Pump Station to apply treated effluent on the golf course and commercial properties to further water supplies. We have collaborated with Arber on several upgrades to the Inverness Wastewater facilities and over the past several years worked with our neighbor, the Arapahoe County Water and Wastewater Authority, in implementing a new regional wastewater treatment facility to serve multiple districts, and to keep pace with growing capacity needs.
